I wish you a Happy New Year.“Yoi otoshi o. “

(You can say it before the New Year in late Dec. or when you leave for New Year Vacation on Dec. 19. J)

Happy New Year.— “Akemashite omedeto gozaimasu.”

(”Akemashite means “a new year is dawning” and cannot be used before New Year’s.)
